The movie that you are thinking of is "Clue." As for singing telegrams, yes, people can send them in the Twin Cities. I have seen them at several different people's birthday parties. They had all turned 50. Apparently, when you turn 50, people think that is an auspicious time to give you a singing telegram.

And... Here is a local business that sells them. I have no guarantee how good they are, mind.
