Romantic Times is amazingly eclectic in their approach to "outside the romance genre" things that it feels fall into the category of things that romance readers will enjoy.

To me it mostly seems that they come down to strong women characters and good writing.

Urban Shaman by C.E. Murphy, whom I know through a mush that Chrysoula dragged me onto while at Carleton, is a nominee in the "Modern-Day Fantasy" category.

They do seem to have a huge number of categories. Then again, there are a huge number of "romance" books published each year, especially when you define the category as broadly as they seem to, so the huge number of categories makes sense.
